If you're referring to the Byblos monster that joins in the Deep Dungeon, he joins automatically in the last battle of the Deep Dungeon against Elidibs.
If you're referring to Cloud (either one can be gotten before or after the other, they just have to be done after the Nelveska Temple battle), the process of getting him includes:
- Buying flower from flower girl at event. *cough*
- Doing Beowulf sidequest -- getting Beowulf and Reis (Dragon form), then going back to Goug and getting Worker 8
- Doing the Nelveska Temple battle, hopefully getting the Javelin II and Escutecheon II if you're like me
, getting Reis (Human form)
- Going back to Goug and seeing Cloud's appearance scene
- Going to Zarghidas Trade City and fighting some pathetically weak enemies to obtain the completely useless Level 1 Cloud! Whee.
- Also after the Nelveska Temple battle, going to Warjilis Trade City can open up the Deep Dungeon, getting through there opens up the path to Elidibs and the Byblos on the bottom level.
Yeah. So now I just have to wait for Viet to tell me I'm right. Heehee.

You are refering to the gba fft right? if so that would probably be debatable as to how effective it was based on stats... Not that id dare contradict cres on a RPG, but i think we're all pretty stumped here..
