That's pretty much what I was saying, mods only have power on the forums. Although since it's generally the more experienced people that get mod positions, usually doesn't hurt to listen to them.
The ranks still come into effect out of wartime. It's just that more often than not they don't get listened to.

Uh.. to whoever siad mods fit in above captains...
Mods are not SeeD Ranks. Therefore, Captain is above..
I think it goes like this

we should have colonels
and they be all like haha we slap you captains get to work
like the airforce
also i dont get the "headmaster" thing
its like we at some kind of private school where we learn magic spells and fight "that one guy who did the really bad thing that whose name we cant mention so we use this really long sentence in its place only making him all the more famous and well known seeing as ppl spend so long saying his name which we replace with this run-on sentence"...or somethin

I know this is a kinda old post, but I thought I'd clear things up a little. As far as I know, neither Commanders nor Headmasters are proper SeeD ranks in the way the others are. They're organisational ranks tied in with the Garden System, and as such are only connected to a section of SeeD. Captains is slightly similar in that they will be captain of a certain thing, but will still be for the whole of SeeD.
So basically I think it goes like this:
Leader
Second in Command
Elite Generals (or l33t Generals in Star's case
)Generals
Captains
Members
With a part to the side for each garden going:
Leader
Headmaster
Supervisors (or whatever the rank was that looked over the big gardens after Heads)
Commanders of those sub-gradens
Members in the garden
Err.. I think that's how it goes, but I suppose i could be wrong.
