If you don't have a Recover disk but do have your Windows CD (XP, right?), just reinstall Windows. Insert your CD and run setup.exe from it. Click "Install Windows XP," then choose "New Installation (Advanced)." During the process it asks if you want to reformat; say "Yes." If you're not using XP, the process is similar.
Due to the hassle involved (backing up what you want to save; reinstalling drivers and programs) I don't recommend doing this unless you absolutely have to... unless of course you're used to it and clean-box regularly (my brother's friend is insane and does this every week
