Depends on who you ask.
If you consider the "client" to be the actual RS Java applet, sure it's legal.
If you consider the "client" to be the program you use to view the Java applet, then it would be against the rules. Of course, that would also make IE, Netscape, Firefox, and other browsers "illegal clients" (everything except the official downloadable client).
I'd consider it perfectly fine to use. It doesn't really matter any more since Jagex added the anti-world-hopping update...

Depends....Ask me...I'd say, "Sure....Totally legal, doesn't hurt anyone!" And it doesn't! Honestly, all it is is a calculator, a skill keeper-tracker, a goal setter, and a max hit teller. It doesn't harm anyone so honestly, I feel it's perfectly safe. Does this mean I have one? 'Course not...Does it mean I haven't tried it? 'Course not...Everyone can believe what they want on anything, but I feel it is perfectly safe.

I haven't used it since before Rs2, but I assume it's still fairly similar. Didn't it just link in straight to the game itself like a browser? If so, then I'd say it's legal. Most of the features you see there you can get on other web pages anyway, calculators and databases and so forth.

Lol, forget Ruckus, he gets a bit dramatical at times.
Totally legal. Jagex has stated you can use other clients but to be careful what you download as some may contain harmful malware.

Yeah... regarding the Toolkit at www.rstoolkit.com, Jagex "unofficially approved" that one. Rather than saying "stop offering this program for download," they said "Put a warning about trojans on the chat, and have it link only to www.runescape.com instead of linking to the individual servers."
