Ok, here's what you can make (lots of variations in color can be made)

to get there we do the folowing:

New, 600x600
fill black
filter > noise > add noise: 400, gaussian, monochromatic.
filter > blur > radial blur: 100, zoom, best.
filter > blur > radial blur: 100, zoom, best.
duplicate layer.
filter > distort > twirl, 100-200.
set blending mode of top layer to difference.
image > adjustments > hue/saturation, colorized checked.
(play till its cool this is where your color options come in)
crop for sig (600x100)

if you care to post variations on the coloring, go for it!
