The best place for ranging, by far, is the King's Training Ground north of Ardougne (members' only). There are ogres here that are ranging only. This means they will not attack you, and people cannot attack them while you are ranging. This can only be entered once you have finished the Biohazard quest. This is where anyone from level 30 ranging, up to 80 ranging will most likely range.

I killed chickens till lvl 10 ranged, monks in the monastery till lvl 15 then shot the dungeon rats in clock tower with my cannon till lvl 30, then I got bored
