Idea 2, Hageling

OK, hageling would be a new skill, hageling would like be talking to a selling npc like hovoric or peska, now when you talk to them it would have a option called hagle, now you talk to the npc and try to reduce the cost, example

General store: Hello how may I help you?
Dart060: Hagle

Now this would bring up the buying screen as normal except in the midle of buy or sell option they're would be haggle, So you select your item and press hagle, example: you clicked your item and pressed hagle.

Dart060: Could you reduce the price of this item please?

Now you wouldn't always be sucsesfull, that depends on you're hagleing skill

General Store: Why of course i will. (Or, I will certainly not!, depends on skill)

levels:
1: Barek, Xp:10
5: General store, Xp: 23
10: Sword shop, Peska, Hovorik, Shield shop and other like Louie's legs, Xp: 27
20: Makeover mage, Xp: 30
30: Champions Guild, Xp: 60
40: Hero's Guild, Xp: 120
60: You can hagle all npc sellers.
I've Reduced the hageling xp alot, but this is so member's dont finish every skill quickly, so Hageling will take them a long time, which mean's more money for jagex, jk, which mean's more fun/
