the quote is from family guy.
stewie says"oh, and if cookie monster calls, tell him im not talking to him until he's out of rehab."
then you see him, in a rehab center, and the guys do a check. they find cookies, and he says"i dont know how they got here. jake was in here earlier, maybe he put them here....."
then cookie monster launches at the plate and the guys inject a need in him and make him fall asleep.
then later in the show you see cookie monster in a stall, squeezing cookie dough out onto a spoon, and trying to heat it up with a lighter.
