What filter did ya use on the red circle to get that rought texture on it?

@bubba, He clearly didnt use MS paint... See how that arrow is underneath that guy on the left? He definetly used layers...

poor misguided people.... i drew the arrow OVER the begger.... and as for the filter... its something wrong with your comp.... do u use a graphics compresser? (internet accelerator)

edit: at my dads (where im at) he has an accelerator and EVERY jpg looks rough but at my house where i have high speed i dont have an accelerator (whats the point) and pics look great
