there are two possibilities i see:
1) they were brothers in spirit, or 2) the man who drowned was mad and rejected the beggar as his brother

is this man literally a man, or can he represent something?
if the man is a metaphor, then i'd say that the man was poverty, as poverty is a beggar's constant companion (a 'brother'). a beggar went out to sea, presumably to start a trading business, and it was there his poverty 'drowned' - in other words, the beggar became wealthy.
