I think its 80 for sea turtles and 82 for manta rays

Uhhh, correct me if i'm wrong, but can't your catch turtles at any fishing level? Cooking is the main problem. Mabye like Wibb1e said, but instead it's 80 cooking for Turtles and 82 cooking for Manta Rays.
