SeeD in RuneScape is discussed in the SeeD Inn and RuneScape Faction forums, so just look around there and ask around to find out what's going on and meet other RS-playing SeeDs. 
If you want to get involved you can check out the Event/Contest Forum to participate in some interesting events and even host uoyr if you want to.
