Double posting is unliked by other forum users, right? Why have I seen it done a couple times? Does this mean that this is ok? (law wise)

There's no rule about it because there are situations where double posting is a useful thing. Generally though most people just edit extra stuff into their last post if nobody else has posted since.
An example of when double posting might be necessary might be if a topic had been inactive for quite a while and there was a good reason to revive it, but you were the last one to post there. Naturally few are going to complain about a double post in that kind of situation, but they might complain if someone is just always double-posting whenever they think of something else to say.
