What must I do to join this clan? I already read the rules.

Right up the top of this board is a forum named "The lobby", and if you want clan wars, pking, join UFF as it looks like you have.

Charlie answered your question in the topic you made (here); we don't have a level requirement, to join all you have to do is register on the forums, which you have.
