It actually is in some places, if you're on a coast east or west of an ocean in the right place at the right time (when the sun is just under the horizon where the water is).

The water will briefly filter out the light and create a moment where the sky is greenish. Only happens where it's deep enough and there's enough algae though.
I could be wrong... but I think that's how it works. Works somehow, though, I am sure.
