You can only buy one half of the shield at the legend's guild. It costs 750k.
The other half is a RARE drop, from any monster that drops key halfs.
White capes cost 650 gp at the store, and are untradable.

How much!? 650gp?? Daylight robbery. . . not surprised about the shield though.

Has the other half of the Dragon shield been confirmed? I know key halfs (and if this is true, the other half of the shield) only drop from monsters that drop gems... yet I've heard of them dropping from level-7 goblins. Also, how rare is it? Rarer than a key half, I'm sure. Dragon Med is 1/1000, so this is probably... um... quite rare as well.

He has mod/admin powers, so he can be any lvl he wants. He's usually lvl 123, though he shows up at any lvl, sometimes lvl1...
As to why he has 2.5mil with him, who knows? It's a good question, though
Btw, he's an atrocious speller, isn't he?

rabk nailed the nail on the head... Paul is Andrew's brother and one of the main Staff of RuneScape. He has COMPLETE mod powers, not just the temp-ban and such... he can temp- and perm-ban, make items at will, change his stats, and a lot more. My personal guess as to why he had 2.5 mil was just to test stuff... or something, I dunno.

He was lvl 80 summot, and the flying runelong and square attacked and killed him. He said he couldnt change his level because he had 100% fatigue.
