Seems like the Factions 15k Armor is only obtained after "advanced" PvE missions are completed. And from the two that have been revealed so far on Guild Wiki, they seem to have to do with protecting something. More complicated Thunderhead Keep perhaps?

Then get Factions. Once it's out, nobody will play the Regular anymore and you'll be stuck alone.
Kinda like RuneScape when the first GW came out.
