you misread the uff values,"clans with reqs on combat for people joining are run on rules based for overlords and such".....that is totaly wrong

They're not rules, they are values. To be a UFF you are supposed to believe in these things and already practice them, so when you join the UFF you are not really changing anything, you're just letting people know what you believe.
