Well, Jagex does have a way to report inappropriate advertisements. If you click on the question mark on the side of the advert you get:

In my opinion Jagex doesn't screen advertisements. My guess is that the advertisements are based by region and what may or may not be appropriate for that region. Example, I got different advertisements playing in Arizona than I did playing in Texas. If I get European Ads and I live in the US, it doesn't make sense.
The paranoid one in me thinks that the ad agency scans recently viewed websites off of your computer and gives you ads based on that. I think that way because I recently did a lot of research on Verizon Wireless company and there have been an abundance of Verizon ads off of RS.

Like Bigrat said, Just try and think what other people will think of it. The age gap here is widespread so keep that in mind. A general rule of thumb I personally use: If I have to ask myself if something is inappropriate, it usually is.
