Post on the official Runescape Forums to start off with.... thats where most new clans start out. It helps if you have an organised post as well. Theres also runescape communities not sure about that though

Runescape Community is good there website can be found here the only catch is that if you posta website in thier Clan advertisment forum then that site has to have a link back to the community.

"Where can you post a new clan"? You mean, how can you make a website for it? Or... how you can make a forum for it?
Forum - SpreeBB. Never, under ANY circumstances, should you EVER use InvisionFree; unless you want to look like an idiot 12-year-old.
Website - Creating a website for your clan (unless you want to use {expletive hax0rd by Cspace}ty, easy-to-design websites like www.tripod.com) is a very complicated task. I doubt you'd be able to figure our how to do it.
