On Guild Wars, if you go on during the Wintersday celebrations, in particular places, you can get these skills.

Mmm... Snowcone.

You can get these on Nightfall, if you do the mission "You're A Mean One, Mr. Grentch". Or, if you talk to some guy in the Temple of Balthazar, and then join the PvP mission Grenth Vs Dwayna. You'll only have these skills until the mission/PvP is over.
