Bounty Hunters RARELY work together, and even then only in pairs. Bounty Hunter Guilds are crap, they never work (lack of organization, etc.). Bounty Hunters are the epitome of "Lone Wolf". They don't need a leader (though if I was to pick someone, you would be the one to lead SeeD Bounty Hunters).

As with most other jobs, there will not be a bounty hunter leader. As others said, bounty hunters generally work alone, and I don't believe that much will be gained by an alliance of them.
If someone would want to form an unofficial group that hunts down those on the wanted list and scammers, go right ahead. Nobody can be forced to join it though (even if they're bounty hunters). Also, remember that no one is required to provide a bounty for the head of an enemy.

It's an okay idea, though I'm expecting it to come out organized. Anyway, if you were to do this, I'd say you would be like the SWAT Team: You are the guys who hunt down the people in SeeD Court, and you work together.
