How's this for a way to kick off them Arbiters? I seem to be seeing a surplus in the usage of owl caption photos.
From this day forward, I, The Courageous Res, Protector of Innocents, ask that the second (full) week of March of each year be named "Time of the Owl".
Supporters?! Nay Sayers?!

All that happened was I decided to use one for three posts, and then some other annoying person (I won't mention names *cough*UnrealBlight*cough*) decided to copy me and use one for practically every single one of his posts for the past day (totally killing the whole thing, I might add), and then a few people responded to him with owl pics. That's not a surplus, and there's no reason to have a week where everyone spams the forums with pictures of owls >.>

'Out owl'd' me? I stopped because I was trying not to spam them -- not only making people angry, but also making the forums look stupid. If I hadn't stopped, it would've gone on for a while. Knowing where to stop isn't a sign of being 'out owl'd'... xD
