Well, as zombie diseases have to be contracted by coming into contact with a zombie (bitten, fluid sharing etc.) it's more than likely that it will start on land. So if you can get to an oil rig, which are several miles from the shore. This means that the oil rig (should) be uninfected and has lots of essential supplies. The only problem will be sharing it with all the workers.

The biggest problem are fires, especially if the workers have abandoned the rig to find their families or something.
