Target touched foe takes 20...80 damage. If target foe was knocked down, that foe cannot attack for 4...8 seconds.
Expertise lowers costs of touch skills to where they are negligible.  Vampiric Touch and Bite (duplicates) are to be spammed for damage and HP regain.  Expertise lowers the cost to 5, making it spammable.  Offering of Blood is there for when energy gets too low.  Enfeebling Touch for Weakness, Throw Dirt for Blind.  If you get a nasty condition on you, Plague Touch to send it over to your target.  A Touch of Guile is in there for solid, cheap damage if you have a high norn rank.  Otherwise, the slot is optional.  The Kurzick necro signet can be put there instead for energy maintenance, or maybe another good PvE skill.  If you need this for PvE, I would recommend Whirling Defense for a good long lasting evasion skill.  Rez sig for your allies. 						Hrmm, a good bit different than the one I run when i go touch, but the premise is the same. (: Though, not sure of the Rez Sig. Being a front liner means you usually die first, and also no blocking moves to save you.
Also, good substitute elite for when you know the area is hex and condition heavy is Melandru's Resilience, just a thought, though.
