Scones are crumbly and sweet. Biscuits are supposed to be flaky and aren't particularly sweet; they're known as "savory" or something like that.
If I can find an example of the inside of a biscuit, I'll compare the two.

It depends. If you doing it for fun with friends, then yes. If you're doing it for Theory class, then no

Oh, I found BISCUITS at my local grocery store! There were English and French biscuits. My Francophilia almost drove me to buy Le Petit Écolier, a French biscuit. It's basically a butter cracker with milk chocolate on top.
