A large group of men, almost all of which are drunken, and women, most of which are scantily clad, is being being forced into several cells. The people are very disorderly with many of them crying, shouting, or otherwise acting overly emotionally. One man is even in handcuffs and shackles, although he continues to try to fight a guard.
A guard shouts over-top the crowd, "YOUR OUTBURSTS WILL NOT HELP YOU! CALM DOWN AND GO TO THE CELL YOU ARE ASSIGNED! WE-"
The guard stops speaking abruptly when a drunk vomits on his and several others' shoes. With a look of disgust, the guard shoves the drunk, who promptly falls over.
He restarts, "WE WILL BE TAKING STATEMENTS ONE AT A TIME! CALM DOWN! WE JUST NEED STATEMENTS!"
The people don't seem to be listening to him, and the guard finally gives up trying to address them.
Despite the chaos, the jailer and guards get all the men and women into the cells. They start to move from shouting to weeping and passing out.
The only other prisoner flags down the jailer. "Do I really have to stay here with a bunch of drunken and loud foreigners?" he asks. "It's already starting to smell."
The jailer responds, "We don't have another place to put you. Not that we would if we did."
An official and a few guards begin to take the new prisoners one at a time to a different room.

Several days after the mass arrest, the now sober foreigners are being released. Several are grumbling about the fines they had to pay for resisting.
"Thank you for your cooperation. Your statements should be helpful," says one official, "We aren't able to provide transportation, so go where you want. Just stay out of trouble."

The group goes outside and starts heading south, presumably toward Frionia.
