Here's the skinny about the shoutbox...

Guests can't post shouts.

BBCode and emoticons are disabled. Images and videos can become a problem otherwise.

The shoutbox automatically refreshes every 60 seconds. This should not interfere with posting on Firefox or IE.

The shoutbox will effectively turn off if you idle for 10 minutes. Clicking the box that comes up will bring it back.

SMods, GMods, and Admins can moderate the shoutbox.

You can see a longer list of shouts by clicking the "Shout Out" header.

Posting a shout will not refresh the entire page.

Mods only control one or two forums ;D They don't have moderation control over all of them. It's not like the shoutbox is the Mod Warzone. You wouldn't just get moderation powers over it because Cspace thought you might like them xD
