It sounds as if he coded a client since he said he was banned for using his client - if it was the official RuneScape client he wouldn't be banned for using that. o.o;

I think it is the way he is using it, in other words he isn't using it on the website or the Windows client thing.

So you're changing Jagex code, basically. Illegal, buddy. It's not open source code, and just because it's on your computer doesn't mean it's yours and that you can change it. Read up intellectual property laws. =P

Decompiling typically doesn't give you the source code. Rather something fairly similar.

Also, from their ToS:
