Well if he is on the wanted list, then this is what you mean:

All of the ways require proof. If you have a screen shot of this kill, then I am sure that someone (such as Star or Dragonman) will give you the credit for the emblems.

Yeah, you'll need a screenshot or some sort of proof for the emblem.
