A Ban from The IB will do him some good, tell him if he doest post else where he doesnt get it back, and if he stops posting everywhere again take it off him again.

Its like a child, give something if they behave and take it off them if they dont!

Wouldn't a good way be to make it so DS2 relies on all posts and not just cumulative posts?

(That way it incises Jgjtan to join (or use DS more?) DS2. Yes, I think it is a good idea).
