1. Other Gem Necklaces
I'd very much like to see more uses for gems. I can see emerald, ruby, diamond, and dragonstone necklaces comming out sometime in the future. Here are my suggestions for what each gem should do in necklace form:
Emerald Necklace (Rangers Necklace): Gives +8 to range
Ruby Necklace (Thief's Necklace): Decreases chance of getting caught thieving
Diamond Necklace (Speed Necklace): Increases speed while mining, fishing, or cutting trees
Dragonstone Necklace (Dual Necklace): Allows you to equip two weapons (or allows you to wear two=hander with one hand, and a shield in the other)
2. New Runes
I think there should be a new type of rune that can be used for healing spells. This new rune should be called a "Life Rune" and should be about as valuable as a death rune.
There should also be a poison rune for spells that can poison enemies.
3. More Spells
Some new spells would be very neat to have. Here are some suggestions:
Telebank Item:
Effect: Teleports one item to bank (can't be used past lvl 20 wildy).
Cost: 2 Law / 2 Air
Level: 65
Canifis Teleport:
Effect: Teleports you to canifis (can't be used past lvl 20 wildy).
Cost: 1 Law / 1 Nat
Level: 48
Energy Restore:
Effect: Restores 15% of your Run Energy
Cost: 1 Nat / 4 Water
Level: 54
Prayer Restore:
Effect: Restores 20% of Prayer
Cost: 2 Soul / 2 Life
Level: 75
Cure Poison:
Effect: Cures Target of poison
Cost: 1 Poison, 1 Life
Level: 30
Poison:
Effect: Poisons opponent
Cost: 1 Poison, 1 Blood
Level: 68
Stat Restore:
Effect: Restores any stats
Cost: 1 Life / 1 Body
Level: 40
Cure:
Effect: Heals 5 hits
Cost: 1 Life / 1 Body
Level: 25
Super Cure:
Effect: Heals 10 hits
Cost: 1 Life / 1 Soul
Level: 60
Ultimate Cure:
Effect: Heals 20 hits
Cost: 2 Life / 2 Soul / 1 Nat / Holy Staff*
Level: 80
*Holy Staff will be discussed later
4. New Weapons
Dragon Claws:
Stats: (I'm not sure what the stats should be, but they should be in the same proportion of the previous metals)
Special: (Sharpen) Attack + 20%, Strength - 10%
Usage: 100%
Attack Rate: Same as all claws
Bonus: Can't equip a shield
Holy Staff:
Stats: (Same as Iban Staff, and should be from a quest)
Special: (Judgement) Does 20 Damage to undead and cannot miss
Usage: 75%
Attack Rate: Same as all staff
Bonus: Allows player to use Ultimate Cure
Mist Staff:
Stats: Same as Lava
Special: None
Usage: N/A
Attack Rate: Same as all staff
Bonus: Infinite Air and Water Runes
Advanced Crossbow
Stats: Much Higher than regualr or pheonix crossbow.
Katanas:
Hitokiri:
Stats: Near those of dragon long
Special: (Deathslash) Does critical damage
Usage: 30%
Attack Rate: Same as Dragon Scimitar
Bonus: None
Masamune:
Stats: Near those of dragon long
Special: (Doubleslash) Hits twice
Usage: 30%
Attack Rate: Same as Dragon Scimitar
Bonus: None
Zanmato:
Stats: Near those of dragon long
Special: (Soulslash) Reduces all foes combat skills by 5% (Can't compound)
Usage: 50%
Attack Rate: Same as Dragon Scimitar
Bonus: None
*Katanas should be a rare drop like Whips and Mauls

Great suggestion, Alpha.
I could see some possibly issues with the dragonstone (and perhaps the diamond) necklace, but other than that things are looking quite plausible and very nice. I was going to bring up something about the spells making it too easy, but you've put high rune requirements on the ones likely to be abused, so it wouldn't really be a problem.
EDIT: So there is a point to Super Stat Restores, might want to limit your spell to simply what the Stat Restore potion does, or else it'd be a little low for what it does.

Also, I had an idea of my own... a "Safe Deposit Box" for the bank... the size of half(or 1/4) of one bank page and it's "locked", or in other words: password protected. For those extra speshul items

I like your idea on the necklace... but the diamond and the dragonstone doesn't seem quite right... for the rangers i think it should be +5 instead because emerald necklace is easy to make and enchant...
The spells seem quite fair...Except the Ultimate Cure... should be 15... 20 is too much i think...or change the lvl to a higher one...
Maybe not the name Mist Staff... Ice Staff sounds better in my point of view
The usage of the Holy Staff should be 100% since its pretty powerful...
the dragon weapons seems complicated... maybe u can make it more clear somehow... :s

Just a thought, instead of 'password protected', a series of colored circles. Each time you try to get in, they're in a different place, and you have to click in the right order. Because, if there WAS a keylogger, it would log you typing in the password too, so something different would effectively stop that.

double weapons- both weapons hit one attack (together) at a slow speed, like 2h or baxe speed.
- weapon held in shield hand gives no attack bonuses...
- ...but half of its normal strength bonus.
OR you could just hold 1 weapon in 2 hands to give 1.5x the bonuses it confers.
just some ideas. of my own.
isnt the colored circles thing a bit complicated? people would forget. A LOT. And there would have to be seperate recovery questions too. that would get a bit confusing. but then again, i get confused easily.
EDIT: what about double wield with 2 2h weapons? 2 dragon halberds? eek!
