Obvasily Your Still Charging
"My drawing services were once for free, but this lead to problems, if you wish to have a drawing done contact me in runescape and we can negotiate a price, Im a very reasonable person, and for a quality drawing like you see in my Freedom Fighters section i would usually charge no more then 3-4k for one (Runescape gold not real money), how ever i realise there are people out there who are no so fortune as others and i will drop the price to suit your budget, like I said Im a very reasonable person."

Seriously, he has the right to charge for his services or not. However, it would be easier on him if he did, but if he wants to take on the amount of work this entails then that is his right.
