Hmmm, I haven't really seen it affecting sigs, whose were you thinking of?
It can be a bit annoying now, but I guess you have to keep in mind that it's intended to make the forum friendlier on those with slower internet, as well as to help avoid stretching the layout. That being said I don't really have an opinion either way.

Right now, my Xfire sig banner, your "Goto" sig, and Xmadole's sig are resized. Wait about 20 seconds until the entire page loads, and you'll see what I mean.

That's odd. Check your user settings.

Internet options -> Multimedia tab -> Untick 'Enable automatic image resizing'
If it's not that, then I dunno. Might need some more information to find out what's going on. =P Seems like it doesnt happen to everyone, so it's probably not the forums' fault.
Oh, one solution could be starting to use firefox.
