X Zolon made an idea for a King/Queen of SeeD. However, it was rather shaky due to lack of information, so it fell apart. But I got to thinking about the "Political Parties" that arose from the whole thing. That was pretty cool. So, I made this.
SeeD Council:
A SeeD Council made up of representatives from each party. To ensure equality, it would be run somewhat similar to the American Congress. Each party is allowed two (2) "Senators" (different name obviously), regardless of size. Each party then gets one (1) "Representative" (different name obviously), for each five (5) members of the party. The Councils would discuss issues of importance to the clan, and vote on bills that would affect the clan as a whole. A bill must pass both Councils before being sent to Cspace for approval. Cspace can, of course, veto the bill.
The Primary Council would be made up of the "Senators", and the Secondary Council would be made up of the "Representatives". To become a "Senator" or "Representative", you must be the following:
1: A member of SeeD for at least one (1) month.
2: Elected by your party to serve in this capacity.
3: It is suggested, however not required, that you use good grammar. It makes it so much easier on everyone else...
4: Elected every two (2) months. Can serve as many terms as they are elected to.
The Councils would meet every week (weekend probably) on the forums. This requires the addition of a new forum: The SeeD Council.
Two (2) sub forums:
1: Primary Council
2: Secondary Council
The main part of the forum would be specifically for anyone to discuss the issues at hand. However, only Council Members are allowed to post in the Primary Council and Secondary Council forums. All other member's posts will be deleted.
Voting would be in the form of a poll. Council Members MUST post a reply with their vote, even if it is only to say "voted yes" or "voted no". All other votes will not be counted. Period. No exceptions. A voting poll would stay open for a period of twenty-four (24) hours after creation. Only Council Leaders are allowed to make the voting polls.
King/Queen would be replaced by two (2) Council Leaders. The Council Leader would preside over all sessions of the Council they are elected to serve in. They would perform tasks such as, but not limited to, the following: Mediating major disputes (if some issue explodes in to a flame war), generally leading the meeting by deciding what topic is to be discussed next, creating the topics for discussion of an issue, creating voting polls, etc. Requirements for election:
1: Elected every two (2) months, they cannot serve more than two consecutive terms.
2: Must have been a member of SeeD for at least three (3) months.
3: Elected by ALL members of SeeD.
4: Must run for only one Council.
5: Can be impeached if two-thirds of the respective Council wishes it so.
THE COUNCIL CANNOT DO ANYTHING MAJOR WITHOUT CSPACE'S APPROVAL! Just clearing that up...
My Political Party
Name: SeeDs of the Old Republic
Symbol: The Phoenix (http://tatianamik.topcities.com/graphics/phoenix.gif). Why? Because like the Phoenix, SeeD rises from the ashes time and time again.
Party Statement: "A voice for the common SeeD."
Values:
Unless you are flaming, you deserve to be able to speak your opinion. Free speech for all! We want EVERYONE to have a voice. Just because you said something someone didn't like, they shouldn't be able to close your topic/poll and get away with it. Unless, of course, it is flaming.
We want to better RuneScape. As such, we do not give anything to beggars, unless they are obviously new and ask politely. We do not scam, hack, or macro under ANY circumstances.
Meetings:
We will attempt to hold at least bi-monthly RuneScape meetings for our party.
Requirements to join:
You must agree with and adhere to all the above mentioned values, which are subject to change if two-thirds of the party agrees.

Sorry Grimbold, here's what Cspace gave to me My 3 Branch Idea. Maybe when we stop recruiting and get Cspace and Rylkan to be active again

If SeeD were much more active (unfortunately more than would make Runescape a game) this would work. It has been proven to work in the U.S. government (this idea is almost exactly based on the government), though it would be extremely difficult to implement in a gaming clan. Though it seems like a good idea (and is a good idea), it would probably not work as expected. When looking at how various clans function, I've found that the clans based on complex organizational structures are more likely to break apart since few actually take the time to understand how these systems work. The result is that little changes, but more have "official" roles with little or no power. I am willing to hear more input on this, but I believe that SeeD's current simplicity would work best for us at the moment. Everyone's views are always welcome in our current system, and I try my best to let the clan run itself when appropriate. |
