Seed Voices Must Be Heard! We want the council!

Well.. it's coem about time I'd revive my old council. This time, though, it's a little different.

There are still two councils, a lesser and a greater.

Well.. two types. However, no, the lesser council is called the "People's Council"
and is headed by one a Grand Templar. The greater council is the "Officer's Council"

People's Council
The lesser council is made up of any member that wants to join. However, it is broken up into different ranks.

Starting from the lowest...

Acolyte:
Someone who has just joined.
Abilities: Can vote on things in phase 1, but can only bring ideas to apprentices.

Apprentice
After being in the council for one month, you can ask to be promoted to Apprentice.
Abilities: Can vote on ideas in phase 1, and can suggest Ideas to the council.

Acolyte Templar
2 Months.
Abilities: Can cast votes on ideas in Phase 1 and 2, Suggest Ideas.

Apprentice Templar
4 Months.
Abilities: Can cast votes on ideas in Phase 1 and 2, Suggest Ideas to officer Council.

Lord Templar
6 Months.
Abilities: Vote on ideas in phase 1, 2, 3. Suggest ideas to Officer council.

Grand Templar
Voted to be Grand Templar by council. Must be at least Apprentice Templar to be voted.
Abilities: Head of council. Can veto an idea within reason.

How it works: an idea is brought up. The council decides that they want it implemented, because it is interesting and beneficial. So, they start in voting of Phases.

Phase 1:
This phase is where the idea gets modified and refined. After refinement, everyone votes to see if it goes to phase 2 or not.

Phase 2:
In this phase, the idea is picked apart for flaws. After the Grand Templar decides it is picked apart enough, then it is voted on whether or not it should go to phase 3.

Phase 3
This is the most serious phase. People look at EXACTLY how it can be implemented, why it should be implemented, and decide to vote it to the Officer's Council. If it makes it, then it is in the hands of the officer's Council.

Voting for Grand Templar: You must be an Apprentice Templar to be elected. Someone must elect you during the month. On the 1st-5th of every month, there is a vote to see who is the Grand Templar. The Current Grand Templar does not need to be elected, he/she is in automatically.

Officer's Council
This council is a lot more serious. They follow the same phase directions as the People's Council, but move from Phase 3 to move it to Cspace. Only Generals, Elite Generals, and Headmasters may join. The same voting system is used to determine the head of the council. The ideas formed by this council are major ideas that are to be full clan events or updates. Things that would be considered so would be something liek this idea, or the implementation of guilds.

Ranking System:

Squire:

Knight

Sounds good, but what's the point of having a council?

The point is to finally get some darn good ideas organized and then sent to Cspace to be implemented. It shows that WE WANT THIS! Therefore it should be a priority.

Hehe, there is no council as of yet.

Cspace would still have to make it.

I don't like the ranking thing... It can just be a discussion in a SeeD chat where it can go through all the phases. It's pretty pointless to have two councils anyway.

Wait... We're sending a mesage to Cspace about something that creates other things? I'm all for it.

Nice system. But add another rank. Like, Grand Edgemaster or something. He decides the vote if it's on the tie. (Anyone in for a month should be allowed)

I see. Instead of just one person sending an idea in you can make it so it's gone through some votes and discussions making Cspace have to acknowledge it.
