Presumibly...Maybe he's not evil at all, maybe the people in the digsite village (forgot the name, hehe) were evil, and simply saw him as evil when he was truely good... 
I just thought of that because the wolfmen people in that new village think of Saradomin as evil.

There were many lesser gods, such as Zaros. So there would have been many other good/neutral/evil gods. A gods power is only based on how many followers he has though (well.. apart from Guthix), so the other gods died out while the current three became far more powerful as they gained support.

Lucien is a Lich, although if he gained enough power he'd become a god. I believe Armadryl was a lesser god, although it's been a while since I did that. Hazeel was too, I think.
