You cannot become a moderator mainly because you have not shown your skills for a duration of active duty on the forums for example I have been a SeeD for lets see 4 years. Take part in hosting events actively solving disputes I am willing to help you if you need some help my user on the forums is my character on Runescape so email me at my email on my profile the yahoo one not the hotmail one.

The point is: NEVER ask to be a moderator. Everyone'll make fun of you for it. And it's annoying, more so than spamming (Icttba). Stay active, settle disputes, blah, blah, blah.
