Nobody has got it yet. I guess I should give a clue...

It doesn't have anything to do with exceeding the 9999 damage cap, but it does have something to do with exceeding a different limit.

It's only been a day and a half, but nobody seems likely to get it so if you don't mind I'll explain the answer.

As well as the damage cap of 9999 damage, there is a theoretical damage limit. I can't remember what it was off the top of my head, but it was the max value dictated by a string of bits. Much like the way most games have a max stat level of 255, which is the maximum value for a single byte/octet.

The odd thing was, if this theoretical damage was exceeded, it spilled over and started again from 0. Thus if Terra was kept to as low a level as possible until one of the Espers which give good magic boosts was gained, she could get her magic so stupidly high, that Ultima ended up doing less than 1000 damage. Her lesser spells of course, didn't have enough power to break through the theoretical damage barrier, and so still did the regular capped 9999. I think it only happened while she was Morphed into an esper. That's pretty much all there is to it.

I'll think up a new question soon.

This one will be in two parts.

In which Final Fantasy game was a hovercraft used to crosh shallows?
