Well... 2 Emblems for certain for the drop party... But:

Yeah, it may have been because he reached his herb goal... but he did 2 different drop parties, with 2 different sets of prizes, for 2 groups of people, f2p and p2p. I think he deserves 4 emblems for holding 2 seperate events. I will need another person to confirm my suggestion though.
