As you said, this is provided in almost every ToS for software in existence. It basically is saying that if for some freak reason it damages your OS the programmers are not responsible. This is to cover themselves if they miss a major error by chance or if installed on a system unable to handle the program. Even if squeaky clean of errors, there is the chance that it is installed on a modified system providing an environment which is impossible to test. If a conflict occurs on a system such as this, it wouldn't be possible to foresee the problem, and adding this to a ToS basically says that the programmers can't be sued.
