I think it could be a good idea, however, don't you think there's a good chance that a number of people will be falsely accused? That could really be damaging to a person if everyone thought they are a hacker or whatever when they're not.

1) It would be showing characters which could be PKed, etc, for no reason besides being a scammer etc. Now not saying, you or anyone controling this website would say to, but what if someone decided to PK the person twenty times a day? Obviously more then would happen, but still, think about it.
2) Any creator, of any game, prefers to be in control of most things doing with their game. I doubt they would appreciate, anyone, even someone they knew and respected as a whole creating something like this.
I seriously doubt they would appreciate someone doing this, let me point something out, I used to be a scammer. I wouldn't apprecate being pointed out, specificly for something I did back in RS1, being thrown at me now a days when I'm not rulebreaking at all.
So to wrap it up, good idea, just a bad world to have it in. People have tried this, in different games, but to my knowledge any (unofficial) plans have not worked. I'm sure, almost certain, that Jagex Staff must have a list themselves. So I'm sure they are doing stuff, even if it's not apparent, I'm sure something is being done.

The base idea of this, to warn others about rulebreakers, is good. Heck the Legion of Aderon is to alert others, of this fact, but a big list for the general public? No - The keyword being the general public.

Furthermore, there seem to be two fairly likely possibilities that could prevent it from being useful. When you're trying to trade with somebody, you're not about to go to a completely different web page to check a list to check for a persons name. By the time you've done so, your buyer/seller is probably gone anyway. So even if they're on a listing, isn't any indication that it's going to make people aware.
The other problem is of course that the 'general public' will never find out about it. The fact that it's Shadowdancer wanting to spearhead it could help, as he's pretty well known. However mostly the people he's known by are those that know a thing or two about the game and are less likely to get scammed. Mostly the targets of scammers are those who just play the game and don't participate in other aspects, or are a bit gullible.

- Yes, I said I would quit and never return. I made a misjudgement. Contrary to public belief, I am not an android but in fact a human being that makes mistakes. I can even provide proof of my own birth, should anyone be that interested.
- The site would be run by people who wouldn't simply post the name of a "scammer" because someone sent an e-mail saying so. Claims would be investigated, looked into and researched (CSI: RuneScape, anyone?). If it was found that there was inconclusive proof to support claims against someone then nothing would be made public on the site, because I know probably as much as anyone how destructive slander is.
Again, this is just a concept right now. I have no definite plans to put this forward; there's many steps that I would have to go through before I could even seriously consider doing so.

Oh definitely. It wouldn't just be a list of names; each person would have an entry with conclusive evidence of their activities and such.
