Lol, if I could I'd allow everyone to start tournaments, but since I currently can't why not take requests from those who want to make them?
A Tournament Leader can't really mess much up, and what would benefit us most in this area? Probably having more tournaments, and the more people that can start them the more there would be.
It's not like a mod position or anything, and in the case that someone abuses this somehow it's easy to remove the "rank", if one can really call it that.

Anyway, as Cspace said, Being a Tournament leader only allows you to start Tournaments, which in turn would make the arcade more active ^_^
If someone were to play around with someone elses tournament, they would be stripped of their tournament leadershipness
