That is not cheating, trust me it's just a 'way to make rs money' (via runecrafting, etc, not hacking, keylogging, etc). And yes, I've seen the site, and as for this one I'm pretty sure there's a keylogger implanted on the site somewhere SO BE CAREFUL!
PS: The rule which states 'trading real money for runescape items' does not count for the 'RuneScape Money Guide' as that is a (copyrighted) book sold to people A LOT and is published, as well, and perfectly legal as it is not a RuneScape Item nor is it owned by Jagex -- Just like guides published by GameFAQs, GameWinners, etc.
PSS: As for this one, it does break rules as it speaks of trading characters, but like I said it's a large site and there are different people who speak of keyloggers. So be careful, and also, it's been around for awhile (switches hosts sometimes).

No, as I stated before, it is a guide to make RS money using skills. It is no different then offering free guides on runehq, tip.it, etc. The fact of the matter is, it is 100% legal and does not break any rules stated by runescape.com, nor any legal (United States, etc) laws. It neither is illegal nor against runescape.com, nor does it appear to be a scam, in fact many people have legally bought books previously.

It's a guide on how to utilize your RS skills to make money. Not worth the cash spent on it, but it doesn't break any rules.
