As some probably have seen at some time or another, I periodically create situations between NPCs that don't concern anyone with regards to quests. I usually have a specific reason though, and while they could be significant, by themselves they do not start quests (unless you have appropriately put together information from the library and from tomes to show otherwise). I've been limiting myself to having such NPCs enter and exit in the same post to prevent confusion, and also since I don't wish to misdirect anyone.
While I understand that in terms of D&D and other things, they should still respond. Unfortunately, while I consider DarkStorm important, it's not my top priority with regards to the whole community. Therefore I cannot keep track of all my NPCs unless they're there for a quest.
Therefore, to give me a little more flexibility and to make things a little less confusing when I do this, I will write all potential quest-starting threads in cyan. However, again, if you have pieced together information from tomes and the library that you feel pertain to an unmarked NPC, you can start quests that otherwise would not be visible.
Also, what is done by unmarked NPCs and situations could still be important with later quests. It's still recommended that you read them if you come across them.
This also means that such 'unmarked' NPCs may not leave right away and may remain present in the location. If they aren't marked as cyan or relating to a previously started quest, though, they are not guaranteed to respond.
