Ok, today, during my bus ride to school, I saw a car with different license plates on the front and back. The back said 'BUSHFTW' and the back said 'KERYFFS' O.o
Is it even legal to have different license plates on the front and back of your car?

I think it depends on the state; some require one front and back (which I assume would have to be identical), others only require one on the back.
Correct. California only requires the one in the back. You can put whatever you want (or nothing at all) up front.
