I think a name in orange means they were inactive for the week and they went down in the ranks.

What do you mean? The list that I do is about total exp.. not lvls.

Yeppers, it's overall exp. Any skill that gives you exp gives you overall exp aswell (that exp being a calculation of every single point of exp you've ever had).
