i don't think i really understand how that works.... today, only a feq membrs have visited yet there were 208 on today?

It counts the total number of people that have logged on at all today. Not just the ones logged on at the time.

I have 212 in the Eastern time zone.

The "members online" isn't always the same as the record in this situation because I believe the time zones might not be on the same setting (your setting and the board setting, maybe?)... I'm not exactly sure

To clarify it, there are 24 chances per "day" for the record to be broken. The total number that you see online "today" only pertains to your time zone, while the record pertains to whatever time zone broke it. If Australia beats it, for example, the record would be broken for "today" all day in Eastern Time even if the total displayed for those in Eastern is much less. There is no "master" time zone, it can be broken from the perspective of any, and there's a good chance that it could still be broken again in a matter of hours by an upcoming midnight somewhere else in the world.

If you'd like to see what I'm talking about, in your profile switch your time zone around and check the members online today. The number should be different for each one you set, but the record will be the same.
