i wonder if this was really a glitch or som1 hacked the system today entirely to cause this

If someone hacked into runescape, which is basicly impossible. I dont think they would make a bug where if you go into cursed you's house, and went into his dungeon, attacked someone in like a fighting ring, and teleported out, you could attack someone no matter what the level, or where you are. Would they?

I know Cursed You from RuneScape community... he was pretty upset that some idiots ruined his 99 construction party. If you exploit a bug, you deserve to have your account locked.

Oh yeah, i'm just curious... were Mod Mark and such already there at the party? Or did they arive after the bug happend?

No idea... this phenomenon is yet to be explained... I don't even think this will be only RS history, might make it to world history. 75% chance it won't, but it could still happen.
