Suggestion For Runescape #1:
Luck



Luck increases more chances of good drops, smelting iron, magic, increase accuracy for ranging, and for a new quest.
Examples:
When fighting a lesser demon, and defeat the monster, there will be more chances of getting a rune item. At level 50 luck, you will have a 1000/2000 percent chance of getting a rune med dropped. At level 99 you, will get 1800/2000 percent chance of getting a rune med dropped.

Example #2: When smelting iron, the iron most likey is impure. When luck level is raised to 99, there will be a 100/150 percent chance of getting an iron bar.

Magic: When using magic, your spells may sometimes fail. With a good level of luck, you might be able to cast every spells correctly. About 100/110 may work. Same goes for Ranging.

Ways To Increase Luck: To increase your luck exp/levels, you need to find 4 leafed clovers. To find clovers, you will need to find a amulet, that tracks clovers, and I will tell you that later on in this suggestion. Leveling up your luck is much like leveling up your prayer, but much harder to find.

Small 4 Leafed Clover: 3.5 exp if found.
Big 4 Leafed Clover: 12.5 exp if found.
Leprichun 4 Leafed Clover: 100 exp if found. Members only. Leprichun 4 leafed clover is, if you find a clover with a medival Leprichun on it. He will increase your luck, and maybe, give you a pot of gold.

Quest For The Holy Amulet: At this part, you will find out about the amulet that tracks Clovers.

Starting point: Talk To The King of Varrock, at Varrock Castle.

You: Hey, why are you so busy?
King: Private Reasons.
*You spot the letter saying, "Help I'm Trapped at the Lesser/Greater Demon House in wild, From your dear friend, Modor"
You: Hmm, I'll help your friend.
King: How...? Did you know?
*You Point To The Message*
King: Ok, but can you do this quest by yourself?
You: Sure, I'll bring a friend if I have to.

This part of the quest, will bring the partner project to work . You and maybe you're partner can work ok this part, but you have a choice of doing it by yourself, or with a partner.

Continue:
*Lesser/Greater Demon House, level 48/47 wild*

Modor: Help!
Greater/Lesser's: *Drool*

You must fight, two greater demons, and four lessers.

If Killed The Demons:

Modor: Oh, thank you!
You: No problem, they were easy.
Modor: Really?
You: Yup, my training actually payed off.
Modor: Here's a little something for your trouble.
*Modor Hands You A Mysterious Amulet*
Modor: Untill we meet again friend.
*Modor teleports somewhere*
You: Hmmm, says here, "Clover Finder"
You: Ahhh, I see our old friend gave me a clover finder, to find clovers.

Gem rocks.

Basicily my idea is Gem rocks, now gem rocks are like normal rocks except you have a better chance at mining gems. Gems rocks would come in different colours, so i made a chart to show the colours

Sapphire
Emerald
Ruby
Diamond
Dragonstone

Now you wouldn't allways get gems all the time you've just got a better chance, now this would have to be p2p because Jagex would never make this f2p.
Here are the level's that you need to be to mine the rocks.
Sapphire: lvl 20
Emerald: 30
Ruby: 50
Diamond:70
Dragonstone: 80

Idea 2
Hageling
OK, hageling would be a new skill, hageling would like be talking to a selling npc like hovoric or peska, now when you talk to them it would have a option called hagle, now you talk to the npc and try to reduce the cost, example

General store: Hello how may I help you?
Dart060: Hagle

Now this would bring up the buying screen as normal except in the midle of buy or sell option they're would be haggle, So you select your item and press hagle, example: you clicked your item and pressed hagle.

Dart060: Could you reduce the price of this item please?

Now you wouldn't always be sucsesfull, that depends on you're hagleing skill

General Store: Ok (Or no, depends on skill)

levels:
1: Barek, Xp:10
5: General store, Xp: 23
10: Sword shop, Peska, Hovorik, Shield shop and other like Louie's legs, Xp: 27
20: Makeover mage, Xp: 30
30: Champions Guild, Xp: 60
40: Hero's Guild, Xp: 120
60: You can hagle all npc sellers.
